Simplify 4/8 to 1/2. Use the exponent rule of division. If you have the same variable, and they want to divide then you subtract the exponents. We have two exponents for the x-variable. So you subtract the exponents which is 3-5 = -2.  Since the exponent is negative we put the variable back in the denominator for it to be positive. We will do the same for the y-variable. Subtract the exponents which is 3-2 = 1. Since the exponent is positive we keep it in the numerator. Thus, our answer should be A.
